I hear the phrase center console when describing some boats and I know that it signifies that the the console has all the gauges and steering wheel on it, but does it have to be in the center? Like, a Ranger bass boat has the console but isn’t found in the center, but as a substitute on the appropriate. Is it proper to call this a center console?

These boats are practically all Side Console boats. In truth on the correct side. There is a sensible explanation for that. The Steering and Controls are set up to be mounted on the appropriate.
